Riddle Explanation
ironically my show is not to see - a chat show.

a bill that comes with me together - a chit chat. A chit is a slip of paper typically used to record an amount of money owed, such as a restaurant bill.

together as is in my group, and has my box - chat groups and chat boxes are some of the terms used in online communication channels.

in me a laugh, though as I'm neither head of family nor of the state; in matriarchate - chat contains the word 'ha', and matriarchate contains 'chat'.

I coast through life, they see-me - a chiefly coastal seabird of the family Laridae, often called seagulls.

strife you are me and a fool to be - a person who is commonly fooled.

the aeroplane is much like me in wings - a gull wing is a bend in aircraft wings resembling the wings of gulls.

fists wherefore above the law - Steven Seagal, an American actor, director and martial artist. His film debut was in Above the Law.

assault the ground, and finally begin to build it up - to break ground, to begin, or more literally to start digging the foundation.

Riddle Explanation
I'm naughty so you keep me hid - one's naughty bits.

what to you the mean dog did so take its hair and drink it down - hair of the dog that bit you, an expression that explains when what causes the ailment acts as the remedy, such as alcohol for a hangover. The expressions comes from the old practice of helping dog-bites by putting the burnt hair of the dog on the wound.

oddly the midge - a mosquito bite, or as the mosquito bit, an odd expression considering they suck.
